Background

Integrated Decision Management says it "offers expert knowledge in strategic decision-making strategies. We specialise in the energy and environment sectors – areas synonymous with high public policy, regulatory and stakeholder controversy". [1]

In fact IDM is a pro-nuclear consultancy, with ex-BNFL executives in key positions. It has been been assisting the UK’s Committee on Radioactive Waste Management (CoRWM) on assessing the nuclear waste options, including looking at key indicators such as safety, costs and the legacy passed on to future generations. [2]. This is dispite the fact that many of IDM's consultants are actually members of CoRWM and one of its Director's Gregg Butler is still paid by BNFL.

Paul has senior level experience in the UK nuclear industry and in the management of Small and Medium Enterprises (SMEs) in the supply chain in the nuclear and other industries. He brings to the IDM team extensive practical knowledge of business operations and the local, regional and national context in which they must operate. Paul has fulfilled senior operational and functional roles with BNFL and has acted as Chairman or Director of a number of subsidiary or related companies.

Career highlights: Head of Corporate Purchasing, BNFL Director of Services, BNFL Sellafield Deputy Head of Site, BNFL Sellafield Member of the UKAEAC Police Authority Successfully led management of change initiatives in service management, including outsourcing of services. Peter Manning Peter is an expert in the nuclear industry with senior level operating experience. Through in-depth knowledge of nuclear sites, Peter has developed, specified, commissioned and operated new treatment processes. His detailed knowledge can be applied to new developments and existing operations. Peter’s experience covers operational, functional and advisory roles. He has studied Best Practice, not only from the nuclear industry but from manufacturing in general and advised on projects throughout the UK and in the USA.

Career highlights: Led the development of BNFL Sellafield’s waste management plans. Technical reviewer of recent proposals to consider alternative retrieval and treatment processes Deputy Head of Site, BNFL Sellafield. During this period, sponsored, commissioned and operated many of the Waste Treatment facilities. Ongoing production was at record levels. Reviewed the conduct of projects and operations at several nuclear sites to recommend improvements Established the feasibility of Sellafield processing plants becoming the first non-reactor member of the World Association of Nuclear Operators. Deputy Head of BNFL Springfields, responsible for the production of nuclear materials for all the UK reactors and for some overseas. Record production quantities were required at this time.

David Horsley David has senior level experience spanning chemical plant design safety and development, project management, plant commissioning, technical strategy development, regulatory policy and waste management options evaluation and development. David’s technical expertise is backed by professional and academic recognition which underpins the depth of knowledge about some of the UK’s most challenging radioactive waste management issues.

Career highlights: Led the design, construction and commissioning of the highly effective multi-million pound Low Active Effluent Treatment Plant complex at BNFL Sellafield Led the engineering and technical function within BNFL which provided the specialist scientific capability to underpin plant design and safety cases, to support commissioning and resolve operational problems Developed innovative options for the retrieval and treatment of historic wastes stored on the Sellafield site, principally those associated with “legacy ponds and silos� Fellow of the Royal Academy of Engineering, Fellow of the Institution of Chemical Engineers Royal Academy of Engineering Visiting Professor in engineering Design at the University of Newcastle upn Tyne.

Arthur Roberts Arthur has senior level experience spanning both operational and functional roles across all the sites previously owned and operated by BNFL, including nuclear fuel manufacture and reactor operations, safety, quality, human resources and public affairs. Arthur provides a unique combination of “hands on� experience on some of the most challenging facilities within the UK together with a strong understanding of what can be achieved in a highly complex and regulated industry.

Career highlights: Successfully led extensive change management programmes linked to re-structuring organisations Head of Site, BNFL Chapelcross Deputy Head of Site, BNFL Sellafield Led the regulatory justification of the Chapelcross site Led the regulatory and associated political justification of the Sellafield Mixed Oxide Plant (SMP) Technical representative on Working Groups within the BNFL National Dialogue process, providing expert advice on plutonium and security matters.
