He has also served as Executive Vice President and Chief Operating Officer of the [[East West Institute]], where from 1990-2000, he worked and lived in Eastern Europe helping in the transition to democracy. Mr. Heintz has also served in the State of Connecticut as both the Commissioner of the Department of Economic Development and Commissioner of the Department of Income Maintenance.
