The All Party Parliamentary Group on Unconventional Oil and Gas was set up in February 2013 and 'was formed to provide a forum for transparent, evidence-based discussion around the issue of unconventional oil and gas development in the UK'.[1]

The APPG ran for more than four years but was not re-formed after the June 2017 snap general election. [2]


Activities

  • Hosting seminars, lectures and events covering topical issues relating to unconventional oil and gas
  • Holding evidence sessions and publishing reports
  • Acting as a central point of reference on unconventional oil and gas through our website and e-bulletin
  • Commenting on relevant issues in the media and public forums

Events

2013

  • December 2013: APPG meeting on the impact on climate change of shale gas development: looking at the effects of shale gas exploration on climate change, focusing on the compatibility of shale gas production and the UK’s climate change targets. Held on 2 December at 5pm in Committee Room 9 in the Houses of Parliament. Speakers include David Kennedy, Chief Executive of the Committee on Climate Change, and Dr John Broderick, Research Fellow for the Tyndall Centre for Climate Change Research.

2015

  • 14 January 2015: APPG public meeting with Peter Atherton, of Liberum Capital, chaired by Lord Palmer. The meeting focuses on the mid-term prospects for the oil price and its impact upon UK investment and policy making.[3]
  • 24 February 2015: APPG public meeting with Professor Rob Ward, British Geological Society, Tom Mludzinski and Nick Allen, Comres. Professor Rob Ward presents maps showing the disposition of shale across the UK, alongside constituency boundaries. Mludzinski and Allen also presented current polling and where energy sits within the list of issues ahead of the General Election.[4]
  • 14 July 2015: APPG meeting to discuss the implications of the new Conservative government for the UK shale industry and future regulation of the sector. Speakers include Tony Carruthers, Commercial Director at Cuadrilla, who provides the industry’s perspective on the next five years in Parliament, and Stephen Tindale, former Executive Director of Greenpeace, co-founder of the organisation Climate Answers, and Associate Fellow at the Centre for European Reform, to discuss the need for tighter regulation of the sector. The meeting took place between 3pm – 4.30pm.[5]
  • 26 October 2015: APPG meeting with keynote speaker Andrea Leadsom MP, then minister of state at the department of energy and climate change, to discuss the government’s priorities for UK shale and the role of shale in the energy mix. Leadsom broadly outlines the need for the shale gas industry to develop with environmental safety and health in mind, and argues for fracking to be made compatible with the government's decarbonisation targets. The meeting took place between 3:15-4:00pm, in Committee Room 10 of the Houses of Parliament.[6]

2016

  • 22 March: Jefferies Senior Equity Research Analyst Jason Gammel addressed the APPG on the global convergence in natural gas markets and the implications for UK shale gas.[7]
  • 13 September: Annual general meeting. Nigel Mills MP was nominated as Chair and re-elected unanimously. Jim Fitzpatrick MP, David Nuttall MP and Angela Smith MP were elected unanimously as vice chairs. Dan Steward for INEOS was then invited to speak on ' lessons learnt from the industry’s experiences of hydraulic fracturing in the USA, and how it is applying new standards as a result of its findings.'. [8]

Alongside its Parliamentary Members, the APPG brings together Associate Members drawn from the energy industry, energy-intensive users, environmental organisations, consumer groups and universities and academic institutions. These Associate Members contribute valuable opinions and expertise to the APPG.
Being an Associate Member of the APPG does not necessarily signify support for or opposition to developing unconventional oil or gas, but rather a desire to see an evidence-based debate. The Associate Members are drawn from across the spectrum of views.
As an All-Party Parliamentary Group, the APPG does not grant voting rights to Associate Members. Membership is at the discretion of the Officers of the APPG. The Group is overseen by an independent Advisory Panel of eight experts drawn from across the Associate Membership to provide specialist knowledge and guidance, and support the work of the Group. The views of the Advisory Panel represent a broad spectrum and do not indicate either support for or opposition to unconventional oil and gas.
