The National Consortium for the Study of Terrorism and Responses to Terror (START) is one of 5 'Centers of Excellence' of the U.S. Department of Homeland Security (DHS). It is authorized by Congress and operated through the Department Science and Technology Directorate's Office of University Programs. The Centre is based at the University of Maryland.[1]
