Norman Baxter
Dr Norman Baxter is the Director of Doctrine, Standards, Audit, and Training at the private security company New Century.[1]
Baxter served for 30 years in the Royal Ulster Constabulary and its successor the Police Service of Northern Ireland. He held senior positions including Operational Intelligence Advisor for Northern Ireland with responsibility for counter terrorist intelligence. He was also Departmental Head of the Serious Crime Branch, completing police service as the Police Service of Northern Ireland’s Senior Liaison Officer with the Security Services.[1]
He is a graduate of Cambridge University, Queens University and the University of Ulster.[1]
